What Is a Jobless Growth Economy?
In a jobless growth economy, unemployment remains stubbornly high even as the economy grows. This happens when a relatively large number of people have lost their jobs and the ensuing recovery is insufficient to absorb the unemployed, under-employed and new members entering the work force. "It could take a decade to recover the jobs lost in this recession" according to a recent article (Feb 28) in the Denver Post.

A jobless growth economy indicates changes to the fundamental basis of work for everyone. Some areas will do well, as they have the skills and training that growing industries require. Other economies face long-term unemployment or underemployment. Those who recognize the structural changes in the economy will benefit if they align their development efforts with the economy’s growth opportunities.
